Pre-Life Chemistry Happens At Space Temperatures

60-Second Space

UV light, which radiates from stars and galaxies, can induce rapid changes in icy hydrocarbon molecules cooled to 5 kelvin, as on a comet. John Matson reports.

More 60-Second Space

Icy objects such as comets may have helped start life on Earth by delivering water and carbon-based molecules to the young planet. Because putting something on ice doesn?t necessarily keep it from changing: a new study finds that even in frigid, deep space environments, simple hydrocarbon molecules can react to become more complex ones. The process even works when temperatures drop to near absolute zero.

But just what kind of organic molecules would exist on the icy bodies of a forming solar system? Researchers at the Jet Propulsion Laboratory in Pasadena, California, investigated how organic molecules might evolve toward greater complexity even in the cold of interstellar space.

The scientists found that ultraviolet light, which radiates from stars and galaxies, can induce rapid changes in icy hydrocarbon molecules cooled to 5 kelvin?that?s a frosty minus 451 degrees Fahrenheit.

The chemical reactions resulted in molecules of more complexity?which is the right direction to go if you want to eventually make amino acids and biological molecules. The study appears in the Astrophysical Journal Letters. [Murthy S. Gudipati1 and Rui Yang, In-Situ Probing of Radiation-Induced Processing of Organics in Astrophysical Ice Analogs?Novel Laser Desorption Laser Ionization Time-of-Flight Mass Spectroscopic Studies]

It just goes to show?if you really want to freeze something in place, you?d better encase it in carbonite.

T-Mobile is whetting our appetites for HTC's ridiculously named yet highly attractive Windows Phone 8X with a sign-up sheet on its website. The manufacturer confirmed that it's aiming for a November launch for the (surprise, surprise) Windows Phone 8 handset, and we've also heard whispers that it'll retail for $199 when it arrives. If those two factoids haven't gotten you excited enough, you can always see how it compares to its rivals in our comparison feature.

Weaver helps Angels stay in wild-card chase

Associated Press Sports

updated 6:43 p.m. ET Sept. 23, 2012

ANAHEIM, Calif. (AP) - The way things are going for the Los Angeles Angels, it's difficult for Jered Weaver to focus on the fact that he is one victory away from his first 20-win season in the majors.

Then again, the only reason the Angels still have a shot at a postseason berth is because their ace keeps winning. Weaver kept them within striking distance in the AL wild-card chase, posting his league-leading 19th victory on Sunday with a 4-1 decision over the struggling Chicago White Sox.

Albert Pujols reached the 100-RBI mark for the 11th time in 12 big league seasons with a two-run double as the Angels remained 2 1/2 games behind Oakland for the second wild-card spot. Kendrys Morales hit a two-run homer that helped the Angels complete a three-game sweep.

"Obviously there's a little bit of scoreboard watching going on now as we dwindle now here," Weaver said. "But we've got to do what we've got to do and not worry about what other teams are doing. It's obviously a great sweep, and hopefully we can keep it rolling against Seattle."

The White Sox lost their fifth in a row and led Detroit by a half-game in the AL Central. The Tigers lost the opener of their day-night doubleheader against Minnesota.

Weaver (19-4) threw 113 pitches in 6 1-3 innings, allowing a run and five hits with four strikeouts and dropping his ERA to 2.74. He finished his home slate 11-2, including a no-hitter against Minnesota on May 2.

The three-time All-Star right-hander established a career high for wins, eclipsing his total from last season.

"To get one more than last year is great, and now I've got a couple more starts to try and get 20," Weaver said. "It wasn't a personal goal of mine by any means, but it's nice to get a new career high. Any win right now is important, personal accolades aside. That's what we've got to do - win ballgames, no matter what it takes."

The victory didn't come easily for Weaver, who battled through 94-degree heat during a 33-pitch first inning. He escaped a bases-loaded jam, striking out Alex Rios at the end of an 11-pitch at-bat and retiring A.J. Pierzynski on a grounder.

"It felt like it was a million degrees out there," Weaver said. "Having to throw upwards of 30 pitches in the first is obviously not what you want to do, but they made me work. That's what their game plan was, and they did a good job of it. It was a little erratic and it could have been a lot worse, so it was good to come out of that first one unscathed and be able to extend it into the seventh."

White Sox manager Robin Ventura bemoaned his team's failure again to come through in the clutch. They were 1 for 17 with runners in scoring position during the series.

"We had Weaver in trouble early and were in a really good position, but he showed again why he's a good pitcher and we just couldn't cash in," Ventura said. "I'm sure he's been in situations like that before."

Kevin Jepsen threw 1 2-3 scoreless innings in relief of Weaver. Garrett Richards, Scott Downs and Ernesto Frieri each retired a batter in the ninth because of lefty-righty matchups.

"The reason we did that today was because a lot of our bullpen guys had been pitching a lot," manager Mike Scioscia said. "Garrett had a little bit in him, Downs had a little bit in him and Ernie has a little bit in him. So when you added it up, you hope you'll get a full inning."

Gavin Floyd (10-11) gave up four runs and seven hits in six innings while striking out eight.

Chicago's only run came in the seventh, when Pierzynski doubled, advanced on Weaver's wild pitch and scored on Dayan Viciedo's sacrifice fly.

Floyd matched zeros with Weaver until the sixth, when the Angels erupted for four runs. Mike Trout walked with one out, Torii Hunter sent him to third with a hit-and-run single to left field, Pujols lined the next pitch to left field to score both runners and Morales followed with his 22nd homer.

"You walk the first guy - and not a good guy to walk because it puts a lot of pressure on you with Trout getting on base," Floyd said. "Torii got the base hit, and it happened pretty quick. It wasn't one of those drawn-out innings."

NOTES: Weaver is 101-51 with a 3.23 ERA through his first 205 major league starts. Brother Jeff was 76-84 record with a 3.09 ERA in his first 205 big league starts with the Tigers, Yankees and Dodgers. ... The Angels have won only five games all season in which they scored fewer than three runs, and five different pitchers started those games. Oddly enough, Weaver wasn't one of them. ... The Angels have swept seven series of three or more games this season, and five of them have come since Aug. 20, including a three-game set against Detroit on their previous homestand. ... Paul Konerko is 2 for 22 lifetime against Weaver after going 1 for 2 with a walk. ... Trout has scored a major league-high 122 runs, two shy of the Angels' franchise record set by Vladimir Guerrero in 2004.

Improved Thermoelectrics Could Migrate from Space to Earth

Precision engineering allows thermoelectric material to convert heat into more electricity

NASA's latest rover on Mars depends on a sandwich of semiconducting material that can turn heat into electricity. In the case of Curiosity, the steady radioactive decay of plutonium 238 warms such thermoelectric material and turns roughly 4 percent of that heat into a steady flow of electrons. A similar radioisotope thermoelectric generator (RTG) on the moon's Sea of Tranquility is still working after decades, as are the RTGs in the two Voyager spacecraft launched 35 years ago; such enduring reliability is the main reason NASA employed the inefficient technology. Now researchers have discovered a way to at least double the efficiency of such power generators?suggesting that thermoelectrics might find a home in applications outside of aerospace and back here on Earth.

The most common core of new and old thermoelectrics is a compound called lead telluride. When exposed to heat on only one side?whether it be from a radioactive isotope or another source?it will induce an electric current as long as the temperature differential is maintained. The challenge of improving thermoelectrics has been to keep heat from transferring across the material without also interfering with its ability to conduct electricity.

Chemist Mercouri Kanatzidis of Northwestern University and his colleagues report in Nature on September 20 that by precisely engineering the material from the atomic to the individual grain scale, the thermal conductivity of lead telluride can be impeded without affecting its electrical conductivity. The result is a material that can convert at least 8 percent of the heat into electricity?and could theoretically convert as much as 20 percent. (Scientific American is part of Nature Publishing Group.)

The researchers first melted the lead telluride and then froze it, creating nanoscale crystalline structures out of the atoms. These precisely oriented nanostructures scatter the medium wavelength vibrations, or phonons, that carry heat while allowing electrons to pass unobstructed.

But longer wavelength phonons continue to pass through as well, because their wavelengths are longer than the size of the nanostructures. So Kanatzidis and his colleagues went further, grinding the nanostructured material into powder. The powder was then subjected to spark plasma sintering?squeezing the powder while also passing "a very large amount of [electrical] current," in the words of Kanatzidis, through it briefly?to consolidate the grains into a larger block. Because the sintering occurs so quickly, the material does not melt but does compact, making it hard enough to be cut and manufactured into the core of a thermoelectric device. And these grains then effectively block the longer wavelength heat while still allowing electricity to flow.

This combination of what Kanatzidis calls "panoscopic" processes results in a lead telluride material that is more than twice as efficient at converting heat into electricity at high temperatures. "It's pretty significant and it makes the whole thing smaller," Kanatzidis notes.

UK lawmakers seek moratorium on Arctic drilling

(AP) ? International governments should seek a moratorium on offshore drilling in the Arctic amid concern an oil spill in the region could cause catastrophic environmental damage, British lawmakers said Thursday.

The Environmental Audit Committee of Britain's House of Commons urged action to halt oil and gas drilling in the Arctic until new safeguards ? including vastly increased financial guarantees and universal standards on disaster response ? are put in place.

Legislators on the panel also called for an internationally recognized nature sanctuary to be created to protect at least part of the Arctic from energy exploration.

Caroline Lucas, a member of the committee and the only Green Party lawmaker at Britain's Parliament, said the panel's findings came as "the race to carve up the Arctic is accelerating faster than our regulatory or technical capacity to manage it."

"The Arctic oil rush is bringing unprecedented risks to the area, and it's now clear that the consequences of any potential oil spill would be catastrophic," she said.

Recommendations by the panel are not binding on Britain's government, and in response the country's foreign ministry said only that it would consider the proposals.

Experts warned the panel that any blowout in the Arctic at the end of the summer drilling season could be disastrous, as the returning winter ice would likely severely hamper the response.

"We heard compelling evidence that if a blow-out occurred just before the dark Arctic winter returned it may not be possible to cap it until the following summer ? potentially leaving oil spewing out under the ice for six months or more with devastating consequences for wildlife," said lawmaker Joan Walley, chairwoman of the committee.

In a report, legislators said that the fact Arctic drilling locations are remote means resources to manage accidents are likely to be difficult to access or unavailable. Because shorelines are sparsely populated, it would also be more difficult to detect evidence of a spill.

"The infrastructure to mount a big clean-up operation is simply not in place and conventional oil spill response techniques have not been proven to work in such severe conditions," Walley said.

Legislators called on Britain to lobby the Arctic Council ? an intergovernmental forum of the eight Arctic nations, including the United States and Canada ? to craft a universal standard on disaster response.

The panel also suggested a "much higher, preferably unlimited, financial liability regime for oil and gas operations."

Britain's energy and climate change ministry said that, given the U.K.'s lack of "expertise or experience of Arctic issues," nations in the region should take the lead.

Charles Emmerson, an energy expert at the London-based Chatham House think tank, said it was "extremely unlikely" that nations competing over Arctic resources would agree to a single regulatory framework.

Richard Steiner, an Alaska-based marine conservation consultant who gave evidence to the committee via video link, urged the eight Arctic coastal nations and the U.N. to adopt the report's recommendations.

"It represents the first time a governmental body has really and honestly suggested what needs to happen to manage the Arctic responsibly," he said. "The U.K. Parliamentary body has proposed a realistic road-map for Arctic stewardship."

Environmental groups strongly oppose Arctic offshore drilling, claiming oil companies have not demonstrated the ability to clean up spilled crude in ice. Operating in one of the world's most hostile marine environments is a risk to its polar bears, walrus and endangered whales, the groups claim.

Shell has limited Arctic drilling off Alaska to preparation work this year after a safety system was damaged during testing.

However, Marvin Odum, head of Shell Oil Co., Royal Dutch Shell's U.S. subsidiary, insists it is optimistic about tapping into an estimated 26 billion barrels of recoverable oil and 130 trillion cubic feet (3.68 trillion cubic meters) of natural gas in U.S. Arctic waters.

In evidence to the British committee, Robert Blaauw, a senior Shell adviser on the Arctic, said energy demand over the coming decades made it necessary for companies to look to "unconventional resources" such as those in the Arctic.

The company said that it welcomed dialogue on Arctic energy exploration.

Canadian promotion MFC tells title holders: Blow weight? You?re losing your belt

Canadian promotion Maximum Fighting Championship is making some changes in the way they are handling title fights. MFC's titleholders will vacate their belt if they don't make weight for title fights.

At MFC 34? in August, Adam Lynn was set to meet Mukai Maromo for the vacant lightweight title. Lynn weighed in at 156.6 lbs., a pound and a half over the limit of 155 lbs. Maromo went on to to win the fight by knockout. Because of Lynn's blown weight, the fight was changed to non-title status, so Maromo didn't win the belt.

Under the new system, MFC champions will lose their title if they blow weight. If they win their fight, they will be considered the No. 1 contender to win back their belt. If they lose the fight, the contender wins the belt. If the contender blows weight, the champion will keep the belt, regardless of the fight's outcome.

The change in policy was put in place so that fighters won't be penalized because their opponents don't make weight. Fighters not making weight doesn't happen all that often at the top levels of the sport. However, it makes sense to have a policy in place in case there is a problem. The people at US Track and Field found out the hard way that policies for rare occasions, like a tie for third place at an Olympic Trials, are still needed.

In the UFC, when fighters don't make weight in a title fight, the title is no longer on the line. Travis Lutter didn't make weight against Anderson Silva for their fight in 2007, so the fight was not a title defense for Silva. Would you like to see UFC go to this system? Speak up in the comments, on Facebook or on Twitter.

To all KS elected and appointed officials:

KS officials failed to support and defend the U.S. Constitution and the rule of law today. They are governing with blinders on to obvious identity fraud being perpetuated on the citizens of Kansas by Obama and his campaign with Obama using a forged PDF file birth certificate on the White House website, Obama using a forged and back dated draft registration card, and Obama using since 1986 (about when he moved to Chicago) a SSN stolen from a dead person of Connecticut.

The truth will come out someday and those that ducked their responsibility and did not live up to their oath of office when called to do so at this crucial moment in U.S. history will walk with their heads down in shame.

Afghan militants say blast that killed 12 was revenge for film

KABUL (Reuters) - Afghan militants claimed responsibility on Tuesday for a suicide bomb attack on a minivan carrying foreign workers that killed 12 people saying it was retaliation for a film mocking the Prophet Mohammad.

A short film made with private funds in the United States and posted on the Internet has ignited days of demonstrations in the Arab world, Africa, Asia and in some Western countries.

In a torrent of violence blamed on the film last week, the U.S. ambassador to Libya and three other Americans were killed in an attack in Benghazi and U.S. and other foreign embassies were stormed in cities in Asia, Africa and the Middle East by furious Muslims. At least nine other people were killed.

On Tuesday, a suicide bomber blew up a minivan near the airport in the Afghan capital and a spokesman for the Hezb-e-Islami insurgent group claimed responsibility.

"A woman wearing a suicide vest blew herself up in response to the anti-Islam video," said militant spokesman Zubair Sediqqi. Police said the woman may have been driving a Toyota Corolla car rigged with explosives, which she triggered.

But the claim will raise fears that anger over the film will feed into deteriorating security as the United States and other Western countries try to protect their forces from a rash of so-called insider attacks by Afghan colleagues.

Thousands of protesters clashed with police in Kabul the previous day, burning cars and hurling rocks at security forces in the worst outbreak of violence since February rioting over the inadvertent burning of Korans by U.S. soldiers.

The protesters in Kabul and several other Asian cities have vented their fury over the film at the United States, blaming it for what they see as an attack on Islam.

The outcry saddles U.S. President Barack Obama with an unexpected foreign policy headache as he campaigns for re-election in November, even though his administration has condemned the film as reprehensible and disgusting.

In response to the violence in Benghazi and elsewhere last week, the United States has sent ships, extra troops and special forces to protect U.S. interests and citizens in the Middle East, while a number of its embassies have evacuated staff and are on high alert for trouble.

Despite Obama's efforts early in his tenure to improve relations with the Arab and Muslim world, the violence adds to a host of problems including the continued U.S. military involvement in Afghanistan, Iran's nuclear program, the Syrian civil war and the fall-out from the Arab Spring revolts.

PROTESTS, BANS

The renewed protests on Monday dashed any hopes that the furor over the film might fade despite an appeal over the weekend from the senior cleric in Saudi Arabia, home to Islam's holiest shrines, for calm.

Afghan police said among the 12 dead in the Kabul bomb attack were eight Russians and South Africans, mostly working for a foreign air charter company named ACS Ltd.

It followed a bloody weekend during which six members of Afghanistan's NATO-led alliance, including four Americans, were killed in suspected insider attacks carried out by Afghans turning on their allies.

Protesters also took to the streets in Pakistan and Indonesia on Monday and thousands also marched in Beirut, where a Hezbollah leader accused U.S. spy agencies of being behind events that have unleashed a wave of anti-Western sentiment in the Muslim and Arab world.

Authorities in Bangladesh have blocked the YouTube website indefinitely to stop people seeing the video. Pakistan and Afghanistan have also blocked the site.

Iran has condemned the film as offensive and vowed to pursue those responsible for making it. Iranian officials have demanded the United States apologize to Muslims, saying the film is only the latest in a series of Western insults aimed at Islam's holy figures.

The identity of those directly responsible for the film remains unclear. Clips posted online since July have been attributed to a man named Sam Bacile, which two people connected with the film have said was probably an alias.

Nakoula Basseley Nakoula, 55, a Coptic Christian widely linked to the film in media reports, was questioned in California on Saturday by U.S. authorities investigating possible violations of his probation for a bank fraud conviction.

Wall Street pauses after rally, geopolitics eyed

NEW YORK (Reuters) - Wall Street edged lower on Monday after the best two weeks for the S&P 500 in three months left the index at its highest level in nearly five years, with investors turning their attention to the economy and instability in the Middle East.

Stocks rose for a fourth session on Friday after the Federal Reserve took bold action earlier in the week to spur the economy that could keep equities buoyed in the coming months. The move followed a decision by the European Central Bank to support debt-ridden euro zone nations by purchasing their debt.

"We had a couple of days of pretty strong runs," said Peter Jankovskis, co-chief investment officer at OakBrook Investments LLC in Lisle, Illinois. "It looks like a little bit of profit taking."

Analysts said the recent unrest in the Middle East could also lead to weakness in the U.S. stock market.

Thousands of protesters took to the streets of the Afghan capital on Monday in the latest of demonstrations that have swept the Muslim world, while Israeli Prime Minister Benjamin Netanyahu warned that Iran would reach the brink of being able to build a nuclear bomb in just six or seven months.

Factory activity in New York state contracted for a second month in a row in September, falling to its lowest level in nearly 3-1/2 years, a report from the New York Federal Reserve showed on Monday. A national ISM manufacturing survey earlier this month showed the sector contracted for a third month in August.

The Dow Jones industrial average <.dji> dropped 19.70 points, or 0.14 percent, to 13,573.67. The Standard & Poor's 500 Index <.spx> fell 2.34 points, or 0.16 percent, to 1,463.43. The Nasdaq Composite Index <.ixic> lost 7.66 points, or 0.24 percent, to 3,176.29.

"The September blues are about to hit us," said Peter Cardillo, chief market economist at Rockwell Global Capital in New York. "There are a lot of geo-political concerns heating up and I suspect they could be one of the reasons why we could be set for a temporary pullback."

Major Japanese brandname firms announced factory shutdowns in China on Monday and urged expatriates to stay indoors ahead of what could be more angry protests over a territorial dispute between Asia's two biggest economies.

Activist hedge fund Starboard Value is expected to disclose on Monday that it has taken a 13.3 percent stake in Office Depot Inc , making it the biggest shareholder of the office products supplier, the Wall Street Journal reported, citing people familiar with the matter. The shares rose 14 percent.

General Electric Co has hired Morgan Stanley to review its 33 percent stake in Thailand's Bank of Ayudhya Pcl, which could potentially lead to a sale by the U.S. conglomerate of its near $2.2 billion holding, sources familiar with the matter said.

JPMorgan Chase & Co's compliance with U.S. anti-money laundering laws is being reviewed by a banking regulator, a source said, making the largest U.S. bank the latest target of a wide investigation of how banks prevent transactions involving drug money and sanctioned countries. The shares fell 1 percent.

Industrial and medical conglomerate Danaher Corp said on Monday it will buy diagnostics company IRIS International Inc for $355 million. Iris's shares jumped 45 percent just after the open.

SA miners threaten to march despite clamp down

MARIKANA, South Africa (AP) ? Striking miners hungry after five weeks of no pay and enraged by police firing rubber bullets and tear gas threatened to march Monday despite a government crackdown on illegal protests.

Armed soldiers for the first time joined police in armored cars standing at the ready at Lonmin PLC's platinum mine. A truck-mounted water cannon stood by as a helicopter flew overhead. More than 100 miners gathered 50 meters (about 160 feet) from the police line beside Wonderkop shantytown just outside the mine.

Several armored and ordinary police vehicles rumbled along muddy dirt roads between tin shanties that have no running water or electricity.

Church and opposition leaders condemned state heavy handedness, saying it mirrors that used by the white minority apartheid regime. The opposition Congress of the People party demanded the withdrawal of some 1,000 soldiers trucked over the weekend into the "platinum belt" 100 kilometers (60 miles) northwest of Johannesburg.

Union rivalries and demands for better pay have stopped work at one gold and seven platinum mines. Aquarius Platinum said work resumed at its mine Monday, and Anglo American Platinum said it would restart operations Tuesday at its four mines under police security.

It is unclear how many miners are on strike. Mining companies claim it is a minority with tens of thousands of workers not reporting for duty because of violent threats and intimidation. Previous marches by strikers brandishing machetes, spears and clubs have numbered several thousand.

Lonmin said negotiations would continue Monday after strikers last week rejected an offer of 16 to 21 percent pay increases that fell far short of the demands of striking rock drill operators for a minimum monthly take-home pay of R12,500 ($1,560).

The chief economist of the Chamber of Mines, Roger Baxter, on Monday told Talk Radio 702 that the average rock drill operator earns an average monthly total before deductions of 11,689 rands ($1,460) which he said put those workers in the top 20 percent of all earners in South Africa. For comparison, Baxter noted that semi-skilled steel and industry workers earn a monthly total of 4,000 to 5,000 rands ($500 to $625). Deductions often account for half a workers' salary.

On Saturday, police fired rubber bullets and tear gas at a shantytown neighboring Lonmin mine, where officers killed 34 miners on Aug. 16 in attacks that shocked the nation of 48 million. The weekend crackdown was condemned by the head of the South African Council of Churches.

"Government must be crazy believing that what to me resembles an apartheid-era crackdown can succeed," said Anglican Bishop Jo Seoka, the council president. "We must not forget that such crackdowns in the past led to more resistance and government can ill afford to be seen as the enemy of the people that put them in power."

Firebrand politician Julius Malema, who has set out to make mines ungovernable, plans to be at the Lonmin mine Monday.

Online Marketing Tactics: The World of Internet Ads

Online marketing has been known by many names throughout its time. Online marketing happens to be the same thing as web marketing and e-marketing. Online marketing is all about how you use the internet to promote or advertise for your service or product. The internet is a place of fast paced evolution, so online marketing tactics must change with the times. Today, there are countless numbers of online marketing tactics that are being employed by some of the most powerful companies in the world.

One example of a great online marketing tactic is to use pay per click advertisements in the search engine results of peoples inquiries. This online marketing tactic is simple in that companies buy the rights to specific keywords on a website so that whenever someone searches for it, their listing is the first thing that they see. This is a great online marketing tactic because the advertiser does not have to pay much while still maintaining a direct link to the potential customer.

Another one of the great online marketing tactics being used these days is SEO or search engine optimization. Search engine optimization has the goal of generating content about a particular subject with the purpose of driving the person on a search engine to a specific website. When it comes to online marketing tactics, SEO or search engine optimization goes much more in depth than just a regular PPC advertisement.

When it comes to online marketing tactics, social media marketing has become extremely popular. Social media marketing involves creating pages and groups that let other spread the word about your product or service to their friends and followers. The main goal of social media marketing is to generate a large interest in your product or service based on the information that you share with people, making it one of the most viable online marketing tactics out there.

Opt-in marketing is still one of the most popular online marketing tactics out there. With this online marketing tactic, the business receives the contact information of people who are either interested in learning more about a specific product or service, or just want to gain access to more information on a particular webpage. This is one of the online marketing tactics that created the popular newsletter. For the most part, companies want to learn more about what drives their potential customers to use their product or service, so this is a great online marketing tactic to do so.

With the internet constantly changing, online marketing tactics must do the same to stay relevant. The ceiling for online marketing tactics is set extremely high because of the numerous different ways that people use the internet. The use of online marketing tactics has been proven to help almost every business increase revenue and customer base.

Shutdown averted but 'fiscal cliff' awaits

WASHINGTON (AP) ? Congress is moving to quash the threat of a government shutdown, but the prospect of a one-two punch of tax increases and slashing, automatic spending cuts will still confront lawmakers when they return to Washington after Election Day.

The House on Thursday passed a six-month stopgap spending bill to keep federal agencies running past the end of the budget year, the elections and into the spring. It effectively scratched a major item off of Congress' to-do list heading into a potentially brutal postelection, lame duck session.

The bipartisan 329-91 House vote for the measure sent it to the Senate, which is expected to clear it next week for President Barack Obama's signature, capping a year of futility and gridlock on the budget despite a hard-fought spending and deficit-reduction deal last summer.

The short-term spending measure funds the day-to-day operating budgets of Cabinet agencies that are financed annually by Congress through 12 appropriations bills. It would fund the government through March 27 and relieve lawmakers of the burden of trying to pass a catchall omnibus spending measure in November after the election.

While taking the possibility of a government shutdown out of the equation, the so-called fiscal cliff ? a combination of automatic spending cuts and tax hikes set to slam the economy in January ? still hangs over Congress and President Barack Obama.

More than $100 billion in cuts to defense and domestic programs alike loom as punishment for the failure of last year's deficit-reduction supercommittee to strike a follow-up bargain to last summer's debt and budget pact between the lawmakers and the president. The automatic cuts are set to hit at the same time that the Bush-era tax cuts, which were extended two years ago, are set to expire again.

Passage of the stopgap spending measure is likely to be Congress' last major act before lawmakers go home to campaign for re-election. Wrestling with how to avert the fiscal cliff is sure to dominate the lame duck session in November.

The temporary spending bill is needed to avert a government shutdown when the current budget year expires Sept. 30.

Thursday's vote represented a retreat by tea party Republicans since the stopgap measure permits spending at a pace that's $19 billion above the stringent budget plan authored by Rep. Paul Ryan, R-Wis., his party's vice presidential nominee.

Instead, the measure permits spending at the higher budget "caps" permitted under last summer's deal. Typically, short-term spending bills freeze agency budgets at existing levels, but Thursday's measure actually would permit an across-the-board 0.6 percent increase, in keeping with the budget accord. It also maintains spending on domestic programs rather than shifting $8 billion from domestic programs to the Pentagon.

Ryan, who is chairman of the House Budget Committee, returned to the Capitol from the campaign trail to vote for the half-year measure, even though it spends billions of dollars more than his budget plan, which has helped define the tight race for the White House.

It is routine for Congress to require one or more temporary spending measures, known as continuing resolutions, because Congress invariably misses the deadline for completing the annual appropriations bills.

But this year the appropriations process has collapsed completely. While the House has managed to pass seven of the 12 spending bills, the Democratic-controlled Senate hasn't passed a single one, despite optimism earlier this year that last year's budget deal could help get the appropriations process back on track.

Democrats say the decision by House GOP leaders to abandon the budget agreement is to blame because it set up a fundamental mismatch between the spending bills produced by the House and Senate Appropriations committees.

"This appropriations process was destined to fail from the start as Republicans chose to ignore the budget (deal's) statutory spending caps in favor of the unworkable caps in the Ryan budget," Rep. David Price, D-N.C., said.

Still, it was remarkable that the Senate didn't take up any appropriations bill. Republicans said Senate Majority Leader Harry Reid, D-Nev., was too busy teeing up votes to send political messages ? while protecting vulnerable Democrats from difficult votes in relation to spending bills.

The House-passed measure would replenish disaster aid coffers, finance the food stamp program after it lapses on Sept. 30 and reauthorize for six months federal grants to states to run their welfare programs.

Just a handful of high-priority programs would be awarded larger increases, including an initiative to protect government computers from cyberattacks, wildfire suppression efforts, a drive to modernize the U.S. nuclear arsenal and processing of veteran disability claims. A popular initiative to repair the dome of the Capitol was left unfunded, despite a high-profile push by Senate Democrats.

Is this the future of gaming? Our look at PlanetSide 2's beta | Digital ...

SOE PlanetSide 2

PlanetSide 2 brings sprawling MMO worlds and FPS gameplay to PC gamers everywhere for a startling price: free. Take an extensive look inside the beta in our hands-on preview.

If you have been following PlanetSide 2 here at DT, then you know we have a bit of a crush on SOE?s free-to-play FPS. To feature thousands of people fighting in multiple areas across a massive world, use familiar shooter gameplay, and then to release it all for free is a wee bit mind blowing. If SOE can pull it off and nurture a thriving online community, this game could be the best return on investment of any game ever, what with it being free and all.

Of course, despite the free-to-play motif, there will be plenty of micro-transactions and ways to throw money at PlanetSide 2. For example, right now SOE is offering a package for $39.99 that nets you 4,000 Station cash (a $40 value), an exclusive ?Founder? title and badge, a camo skin, 12 weapon unlocks, and a six-month XP boost. It will also grant you access to the beta.?But despite the stream of temptations like these you?ll be subjected to, at its core PlanetSide 2 won?t cost you a thing, and that could make for a big step for gaming. It?s an FPS MMO that thousands of people can play at once, level up for hours and hours, and build social networks without dropping a dime. What PC FPS gamer wouldn?t want in on that? But of course, it all has to work.

After spending some time with the beta ? where money hasn?t yet entered the equation ? it is obvious there are things that work, and things that might work, but remain to be seen.

The things that work revolve around the gameplay. In execution, this is a traditional shooter in the vein of the Battlefield franchise, with larger areas to fight in and vehicles to either rally to or run for your life from. The controls are standard for PC FPS players, and the game moves smoothly, and as you would expect.

PS2The early going will be rough though. Like most online games of the genre with any depth, there is a leveling system that unlocks through play, and the more time you put in the better options you have to sally forth and kill. The character classes are all relatively balanced, and you can earn points towards unlocking items and weapons in any class easily enough. But cash has a way of upsetting that balance. Those frugal players who abstain from purchasing weapons and equipment with real cash will immediately be at a disadvantage, as high-rolling players will continuously take their metaphorical lunch money.

PlanetSide 2 is built for depth, so playing it to unlock weapons entirely through in-game actions will take a long, long time. This benefit you in the long run as you build your skills, but might make for some frustration at the start as you cling tightly to your moral high ground, self-assured in the knowledge that you are leveling up the ?pure? way. That should keep you warm in the cold, dark nights ahead.

Charging for guns is neither unreasonable nor unwarranted for a game that costs nothing ? as long as players have the options of earning them the old-fashioned way as well. Besides, even with access to the higher level weapons, you won?t have a game-ending advantage. Some weapons are simply better than others, but it isn?t enough difference to?completely?ruin the game?s balance. It is more a matter of finding the weapon that best suits your style, but their are clear advantages to unlocking things.

There are six classes to play, each with their own weapons and equipment: Infiltrator, Light Assault, Combat Medic, Engineer, Heavy Assault, and Max. Most of these will be familiar to people that have played class-based shooters before. Each will also have their own unique talents, abilities, and negatives.

SOE's PS2The Infiltrator is the scout/sniper class, with ranged weapons and cloaking gear. The Light Assault is an infantry character with a carbine rifle to start, and also has a jetpack that allows that class to get to areas faster, plus they can move in directions that help them take the best positions. Combat Medics carry an assault rifle and can heal squad mates. The Engineer uses a carbine, and can create equipment like turrets. The Heavy Assault class carries an LMG-like weapon and can use a shield. The Max class features a heavy, mech-style character that is slow, but incredibly strong, and features a speed boost.

Each of these classes is available to all three of the factions you can play in, but each faction puts its own unique spin on it. The Terrans use more recognizable weaponry; the Vanu Sovereignty relies on adapted alien technology; the New Conglomerate uses a mix of scavenged weapons. They are each distinctive and unique, but ultimately similar.

Once you join a game, you can either hook up with a squad of your friends, or randomly join one. Squads are key to the game. The world map features several locations, each with its own territorial points. As you enter the area you are tasked with either defending the specific spots, or attacking. Once an area has been completely claimed, a cool-down period commences and you should move on.

Getting to these contested areas can be done via the map. You can bring it up at any time, and assuming the area is active you can then drop into a nearby point. If your squad leader has the foresight, they can also place a beacon to let you drop into the action at that point.?Because the game relies so heavily on squads working together, it will be interesting (and important) to see how the social options work in the final release.

During my own experience with the beta, I spent a great deal of time wandering from location to location. As more people join, finding the contested spots became easier, but I ended up spending a fair amount of time wandering from point to point looking for someone to say hi to, or possibly shoot. After spending a significant amount of time with the same avatar without having to respawn, words cannot express my loss after my character ? who had endured several hardships, recorded a few kills, walked miles ? was suddenly run over by a passing ship. I respawned and made it my mission in life to avenge myself.

Vehicles also play a huge part beyond just the offensive capabilities. There are tanks that can ruin your day and several fast rides to get you where you need to go quickly, but the most important vehicles will be those that can transport troops. Loading up a futuristic helicopter-like vehicle can not only help clear a path with massive firepower, it can land, drop a dozen troops into battle, and then act as a spawn beacon as well. Managing your credits in order to purchase the right vehicles to use, and in order to counteract your enemies? strategies, will make the difference in winning or losing.

PlanetSide 2 betaThe PlanetSide 2 beta is just the scaffolding. It shows you the shape of things to come, but it can?t give you a real sense of how the game will play out, at least not yet. The game not only supports thousands of players, it needs them.

Like many MMOs, PlanetSide 2 needs to be played in groups ? large groups ? to really be appreciated. If the server you choose is fairly empty, you could end up spending a lot of time bouncing from point to point just looking for people to hang out with or annihilate. The maps are so big they can feel desolate. It really is an all or nothing sort of feeling.

But if you log on and find a full server, and get a group of like-minded people together, you will have a great time. The larger the groups get, the more intense the battles can be. A coordinated assault with all three factions, each supporting hundreds of players, will be the stuff that people tell their friends about years from now when reminiscing about their favorite games of yesteryear. Better yet, with the model in place, SOE could continue to add to the game for years to come and continue to keep PlanetSide 2 relevant for a long, long time coming.

It is impossible to accurately judge PlanetSide 2 until it is out and fully populated by real people. The foundation is there though, and SOE may have a huge winner on its hands.
