Mumbai gets base for counter-terror troops
A fully-equipped regional hub for specialist counter-terrorism troops was inaugurated in Mumbai on Thursday, more than three years after the deadly attacks by Islamist gunmen that left 166 people dead.
Indian Home Minister P. Chidambaram opened the new permanent base for the National Security Guards (NSG) in the northern suburb of Marol, a move which is aimed to drastically reduce their response time.
A temporary base set up in 2009 has now been shifted to the new 23-acre (nine-hectare) site in Marol for the 250 NSG commandos.
Regional hubs have also been opened in Kolkata, eastern India, and the southern cities of Chennai and Hyderabad.
Nicknamed the "Black Cats", the NSG is modelled on the British Army's elite Special Air Service (SAS) and the GSG-9, the specialist operations unit of the German police.
The Indian government recommended setting up regional units after the 2008 Mumbai attacks when 10 heavily-armed Islamist gunmen stormed targets including luxury hotels, a Jewish centre and a train station, in a 60-hour killing spree.
NSG troops only arrived in India's financial capital on the morning of November 27 -- some 10 hours after the first shots were fired.

Ancient Maya doom teaches climate lesson

Scientists have long assumed that the Classic Maya civilization was done in more than a millennium ago by a series of droughts, but now they say natural records suggest those?droughts were "modest," with no more than a 40 percent reduction in rainfall. And that, in turn, suggests that similarly modest climate changes over the next century could have a not-so-modest effect.
"What seems like a minor reduction in water availability may lead to important, long-lasting problems ... Today, we have the benefit of awareness, and we should act accordingly," Martin Medina-Elizalde, a researcher at the Yucatan Center for Scientific Research in Mexico, said in a news release.
The study ? conducted by Medina-Elizalde and Eelco Rohling, a colleague from the University of Southampton ? appears in this week's issue of the journal Science. It addresses one of the big mysteries of Maya history: What caused a civilization that dominated areas of present-day Guatemala and Mexico in the year 800 to collapse by the year 1000? Deforestation and drought have figured prominently as the prime suspects, but just how dire did those droughts get?
To shed additional light on the mystery, the two climate experts analyzed chemicals in lake sediments, marine shells and cave stalagmites to track variations in rainfall. For example, the ratio of oxygen-16 to oxygen-18 in a particular layer of mineral can tell you how much rainfall fell during the season when the mineral was laid down. Such variations can be read year by year, like tree rings.

The elements in different layers of stalagmites in Yucatan Peninsula caves, such as this one, were analyzed to determine how rainfall varied through the centuries.
The researchers found that there was indeed a deficit in rainfall in the period between the years 800 and 1000. But that deficit was modest, amounting to a 25 to 40 percent reduction in the drought years. Medina-Elizalde and Rohling assume that the droughts took the form of reductions in the frequency and intensity of tropical storms during the summer.
"Summer was the main season for cultivation and replenishment of Mayan freshwater storage systems, and there are no rivers in the Yucatan lowlands," Rohling said in the news release. "Societal disruptions and abandonment of cities are likely consequences of critical water shortages, especially because there seems to have been a rapid repetition of multiyear droughts."
In an email, Medina-Elizalde told me that "these droughts may not have been strong enough to cause by themselves the collapse of the civilization, but they were likely strong enough and persistent enough ... to cause major sociopolitical disruptions that ultimately led to the final outcome."
"Let's imagine that today, from one year to another, major cities can no longer supply fresh water to a third of their populations. ... With no freshwater pumping systems, how would we keep producing agricultural produce and supplying fresh water to support the entire populations of these cities?" he wrote.
Today, much of the Yucatan Peninsula's rural population still relies on summer rainfall to support their crops. Medina-Elizalde said access to fresh water isn't so much of a problem, thanks to modern pumping systems. But he noted that lower-than-average summer rains still "have fairly dire consequences" for local farmers.
The current models from the Intergovernmental Panel on Climate Change predict that there could be annual rainfall reductions of up to 50 percent in the Yucatan Peninsula by the end of this century, Medina-Elizalde said. He and his colleagues are studying how such reductions might affect freshwater supplies in the region.
"Some climate models suggest that local vegetation does contribute to increase rainfall significantly ... which would suggest that by preserving the forests, we are mitigating the impacts of climate change," he said. "Definitely, local governments need to start making serious efforts to mitigate and adapt to climate change in light of the forecast for the next decades."

Runaway Nicholle Coppler was last seen alive in Lima, Ohio, on May 15, 1999.

LIMA, Ohio -- The skeletal remains of 14-year-old Ohio runaway Nicholle Coppler, who went missing in 1999, have been found after the home where she was last seen was demolished, according to police.
The Lima News reported that police on Saturday said her remains were found in a crawl space as the home's foundation was being dug out. Allen County Coroner Gary Beasley said they were identified through dental records.
The home was owned by Glen Fryer, who had been a?suspect in Coppler's death. The newspaper reported?Fryer was 55 when he killed himself in 2002 while awaiting sentencing for raping a girl.
Unpaid taxes
The home was demolished after the state took possession due to unpaid taxes. Coppler's remains were the only ones found.
"I knew in my heart it was Nicholle," said the girl's mother, Krista Coppler, who now lives Florida. "I knew in my heart she never left that house."
Lima Police Chief Kevin Martin said the discovery means the homicide investigation?has been?reopened. The newspaper reported that police have said Fryer had a link to human trafficking.
"Our goal is still the same: Try to get to the truth," Martin said. "Where exactly that will lead us I cannot say."
Lt. Jim Baker said detectives believe Fryer was involved in the death but that there also were other suspects. Police said other people knew the girl was in the house, and Lima police Maj. Richard Shade said at least two other people lived in the home with Fryer.
'Some good can come out of this'
Krista Coppler said she doesn't feel the investigation was handled properly in 1999 but that police have since changed policy on runaways.
"If, in Nicholle's name, she can save some other girls, some good can come out of this," she said.
The Lima News said Fryer had agreed to tell police what he knew of Coppler's disappearance but took his own life days before the meeting.
It said Martin also addressed criticism on why police were unable to find Nicholle's remains during earlier searches of the Fryer home. While they said cadaver dogs and FBI ground-penetrating radar were both used at the home, the technologies have their limitations, Martin told the newspaper.

He watched the Miami Heat.
With the best seat in the house ? of course ? Clinton arrived shortly before tip-off of the Heat's game against the Orlando Magic, even getting his hands on a deflected ball late in the first half and smiling as he flipped it back onto the court. Clinton stayed until the very end, then posed for plenty of postgame photos with fans, as well as one with the officiating crew of Bill Kennedy, Mark Lindsay and Rodney Mott.
"As a crew, it was an honor and a privilege," Kennedy said after the game.
Clinton told the crew: "No one in this building, other than me, has been second-guessed more than you guys."
The Heat won the game 90-78.
Clinton sat just to the right of Heat managing general partner Micky Arison, the two chatting just about nonstop during play while sitting near midcourt at a table only inches from the sideline. The former president's visit was not announced beforehand, and when asked about it postgame, Heat coach Erik Spoelstra still apparently wasn't aware that Clinton was sitting next to one of his bosses.
"I didn't know," Spoelstra said. "Is he still here? Do I have a chance to go shake his hand?"
Players, however, were keenly aware of who was playing the role of First Fan on Sunday.
"I did notice that," said Heat guard Dwyane Wade, who exchanged greetings with Clinton. "I wasn't like Spo."
Added Heat forward LeBron James: "It's humbling, honestly. ... The best thing about it is we were able to win a game while he was here."

A new, beautifully colored lizard discovered in the Peruvian Andes
Germ?n Ch?vez and Diego V?squez from the Centro de Ornitolog?a y Biodiversidad (CORBIDI) in Peru have discovered a new colorful lizard which they named Potamites montanicola, or "mountain dweller". The new species was found in Cordillera de Vilcabamba and Apurimac river valley, the Cusco Region of Peru at altitude ranging from 1,600 to 2,100 meters. Their study was published in the open access journal ZooKeys.
"The new discovery raises some questions", say the authors. This is the only member of the genus known to live at such altitude. It is yet unknown what biological mechanisms help the lizard to survive in this harsh environment, much colder than what it's relatives in the genus prefer. Scientists also believe the lizard may be nocturnal, which raises the question of how it maintains its body temperature during night time. In some cases, individuals were observed swimming in streams, which is rather unusual behavior for the members this genus.
"Further studies are needed to reveal its biology, population structure and conservation status, and outline its overall distribution", Ch?vez concludes.

Beloved S.African musician, 60, back at school (AP)
JOHANNESBURG ? The 60-year-old beloved South African musician shows up five days a week to sit behind a scarred desk in a bare-bones classroom, studying for the high school diploma he missed when he dropped out to pursue a career in rock, funk, soul and jazz.
And Sipho "Hotstix" Mabuse wants the faith he is showing in learning to inspire a battered community.
Returning to school "is for me. But it's not about me," Mabuse said in an interview in his Soweto home, decorated with souvenirs from his European, U.S. and Mideast travels.
Mabuse, his round, unlined face animated beneath a shaven pate, said some of his friends and fellow musicians were baffled when he told them he was going back to school for what's known here as a National Senior Certificate, or, more commonly, a matric.
But bassist and producer Victor Masondo wasn't surprised.
"Sipho is a perfectionist," Masondo said. "In typical Sipho style, he wants to go through the right routes and do the right thing."
Mabuse often paces his tile floors as he practices his saxophone. He also plays the flute, piano and other instruments as well as the drums that gave him his nickname.
He has performed with Percy Sledge, Wilson Pickett, Miriam Makeba, Hugh Masekela and Paul Simon, giving the last a tour of Soweto when the American was here to work on "Graceland."
Mabuse also has sat on the boards of South Africa's National Arts Council and the Southern African Music Rights Organization, which works to protect musicians' intellectual property rights.
"He's always been there for South African music," said South African composer and theater director Welcome Msomi.
With his money, Mabuse could have hired a tutor to get him through the matric exams. With his connections, he could have found a university to take him on as a researcher. Instead, he's enrolled in classes offered to adults after the day of learning for younger students is complete. The public school is just around the corner from his home in Soweto, the township where he was born and raised.
Japie Masombuka, who runs the adult education program at Thaba-Jabula Secondary School, said he asked his most famous student to give a motivational talk one afternoon. To Masombuka's surprise, even students who were habitually late to class or often skipped class showed up, and now many are more responsible.
One of Mabuse's classmates, 27-year-old Nikiwe Mpande, left high school to take a secretarial course and start work. She said the lack of a matric was keeping her from getting promotions, but she didn't seriously consider returning to school until she heard about Mabuse.
He's shown her "you're never too old to actually finish school."
Mabuse is a local hero in Soweto, known as a cauldron of resistance to apartheid. In 1976, Soweto high school students set off nationwide protests when they rose up against inferior education.
Apartheid politicians created curricula meant to ensure blacks could aspire to be no more than servants for whites. For decades, the bulk of spending on education was reserved for the white minority.
Apartheid ended in 1994, but most teachers today are the products of apartheid education. They are ill-equipped to prepare their students for the 21st century, which may explain some of the angry frustration that characterizes frequent teacher strikes for higher pay. The students, taking a cue from their teachers, treat their schools with contempt, arriving late and showing little discipline in class.
Across South Africa, more than half a million members of the class of 2011 dropped out or otherwise disappeared before the 496,000 remaining took their final exams. Only a quarter of those who graduated did well enough to qualify for university study, according to government figures.
A government report released last month said public adult education programs haven't escaped the chaos. According to the report, facilities are spare, curriculum unfocused, teachers weak, and most of the more than 300,000 students who enrolled in such classes along with Mabuse last year failed to progress.
In the 1960s, Mabuse's Orlando West High School had no library or science lab. Many schools in impoverished black communities still lack such basics.
But Mabuse said Orlando West did have a respected principal, Solomon Kgokgophana Matseke, who died last year. Mabuse keeps a scrap book on Matseke on his bookshelf alongside biographies of post-apartheid South Africa's first two presidents, Nelson Mandela and Thabo Mbeki.
Matseke, himself a musician and composer, tried to persuade Mabuse to stay in school back in 1969, Mabuse said. But he and the fellow classmates who had formed a band were making money and earning admiration from girls at weekend performances.
One day, his mother went looking for Mabuse at Orlando West and no one could tell her where he was. She found him and his bandmates at a tailor's, trying on new stage costumes.
"She just said, `Oh, so this is your new school uniform?'" Mabuse recalled, saying she then dragged him back to school, where a teacher administered a beating.
When Mabuse has to miss class these days, he calls his teachers to apologize. He addresses teachers who are 20 years his junior as sir. And while the teachers might keep quiet when fellow students in their 20s answer their cell phones in class, Mabuse is not shy.
"I do try to instill that level of responsibility," he said. "I would chide some of them, `It's either you behave like school kids, or you behave like adults.'"
Mabuse also has been known to scold children he runs into in the streets during the day, telling them they should be in school.
Post-apartheid South Africa, Mabuse said, needs an educated public to protect its fragile democracy.
"On the continent, presidents are like kings. We cannot challenge them, because we have little knowledge," he said.
Mabuse's own pursuit of knowledge hit a setback last year, when he tried to take all six classes he needed to obtain his matric. He was too impatient to listen to teachers who told him that was too heavy a load for a man with his busy schedule. He failed two classes.
This year, he's confident he'll pass his remaining classes. And he says he's not embarrassed to tell people he had to try again.
He plans to go on to university to study musical anthropology. His goal is to write a book after interviewing his elders about what has shaped traditional music in South Africa, and how those traditions still ring.
He grew up listening to his grandfather and uncles singing a traditional choral form known as scatamiya.
"Maybe I can make a contribution in how we see ourselves. How we hear ourselves," Mabuse said.

Nationwide radium testing of groundwater shows most susceptible regions: Central US and East Coast

Groundwater in aquifers on the East Coast and in the Central U.S. has the highest risk of contamination from radium, a naturally occurring radioactive element and known carcinogen.
According to a study conducted by the USGS, radium was detected in concentrations that equaled or exceeded U.S. Environmental Protection Agency drinking water standards in more than one in five wells tested in the Mid-Continent and Ozark Plateau Cambro-Ordovician aquifer systems, underlying parts of Ark., Ill., Ind., Iowa, Mich., Minn., Mo, and Wis.; and the North Atlantic Coastal Plain aquifer system, underlying parts of Del., Md., N.J., N.Y., N.C., and Va.
Radium is generally present at low levels in all soil, water, and rocks, including groundwater. However, the study found that if the groundwater has low oxygen or low pH, radium is more likely to dissolve and become present in the groundwater. Low oxygen conditions were prevalent in the Mid-Continent and Ozark Plateau Cambro-Ordovician aquifer systems, and low pH conditions were prevalent in the North Atlantic Coastal Plain aquifer system.
"Radium is a troubling contaminant in groundwater because it cannot be readily detected by taste or smell, nor are the analytical methods for measurement easily applied by non-experts," said USGS director Marcia McNutt. "This new-found correlation between radium contamination and low oxygen or low pH allows very simple tests to determine which groundwater sources are at risk from radium, and why."
Low oxygen or low pH conditions were associated with more frequent detections of radium in other aquifers as well (http://water.usgs.gov/nawqa/trace/radium/index.html).
"This is the first nationwide study to identify geochemical factors present in many aquifers, such as low dissolved oxygen or low pH, that make groundwater more susceptible to radium contamination," said Jeffrey Fischer, USGS hydrologist and a coauthor of the paper. "These simple geochemistry measurements are good indicators of where radium is likely to exceed a standard and can help managers and the EPA anticipate areas where radium may be elevated."
In most aquifers used for drinking water supply, radium concentrations were below EPA standards, especially in the western U.S.
Exposure to elevated levels of radium over long periods of time can increase the risk of cancer. Radium can enter the body in drinking water. It behaves similarly to calcium and can replace calcium in tissues, particularly bone. Long-term exposure to radium increases the risk of developing diseases such as bone and sinus cancer, lymphoma, and leukemia.
Radium is derived from the common long-lived radioactive elements, uranium and thorium, which decay slowly to produce radioactive elements like radium. Groundwater flowing slowly through pores or cracks in underground rocks and sediments can dissolve radium-bearing minerals as it moves. Three commonly occurring types are radium-228, radium-226, and radium-224.
1,266 wells were sampled by the USGS National Water-Quality Assessment Program (NAWQA) (http://water.usgs.gov/nawqa/) from 1990 to 2005 and analyzed for radium-226 and radium-228 for comparison to the EPA drinking water standard. A subset of 645 water samples were analyzed for the short-lived radium radionuclide, radium-224, which had not previously been measured in many parts of the nation, but is a concern in drinking water. A specific drinking-water standard has not been established for this form of radium. This study examined untreated water from the wells, and the findings represent the quality of water in aquifers before treatment.
Approximately 50% of the nation relies on groundwater as their primary drinking-water supply. NAWQA is the only source of nationally consistent monitoring data and information on chemical contaminants in groundwater. The program also conducts regional and national studies of the susceptibility and vulnerability of the nation's most important aquifers.

No entry without protein recycling: RUB researchers discover new coherence in enzyme transport

Journal of Biological Chemistry: Linking of import and export
The group of Prof. Dr. Ralf Erdmann at the Ruhr-Universitt Bochum (Faculty of Medicine, Department of Systems Biochemistry) discovered a connection of peroxisomal protein import and receptor export. In the Journal of Biological Chemistry, they disclosed that enzymes only get imported into certain cell organelles (peroxisomes) upon coupling of their import to the recycling of their transport protein (receptor).
Multi-functional tool peroxisome
Peroxisomes do not have their own DNA. Thus, all peroxisomal proteins are coded within the nucleus and imported into the peroxisome after their synthesis is completed. The Erdmann lab investigates this process in detail. Peroxisomes contain more than 50 various enzymes in total which e.g. decompose fatty acids and dispose hydrogen peroxide or plasmalogens, the main phospholipid of the white matter of the brain. A disruption of their function does not only cause severe metabolic disorders, it can even lead to death of newborns.
Export signal controls recycling
Dynamic receptors recognize and escort the enzymes destined for the peroxisome to the organelle where they attach to the membrane. Then the receptor-enzyme complex disassembles and the enzyme is transported across the peroxisomal membrane. Afterwards, the receptor is transported from the membrane back to the cytosol. This recycling is controlled by the attachment of the small protein ubiquitin to the receptor, which functions as an export signal.
Modification as a safety barrier
The team of Prof. Dr. Ralf Erdmann studied a certain peroxisomal receptor, which consists of a targeting unit (Pex18p) and an enzyme-binding unit (Pex7p). The scientists discovered that ubiquitin modifies Pex18p in order to enable the receptor to return to the intracellular liquid. Only when the targeting unit of the receptor is exported from the membrane, the import of the cargo-loaded enzyme-binding unit takes place. This result supports the export-driven-import model, previously proposed by the Erdmann group.
